Director of Trade Modernization | U.S. Customs and Border Protection
Garrett Wright is the Director for the Trade Modernization Office, within CBP’s Office of Trade. Mr. Wright has over 14 years’ experience with CBP. He is currently responsible for CBP’s 21st Century Customs Framework, executing the Global Business Identifier Test, and developing the agency’s response to supply chain disruptions impacting the trade environment.
Prior to assuming his current role, Mr. Wright led numerous high-profile, broad impact initiatives within CBP’s Office of Trade, Office of Field Operations, and Enterprise Services. Notably, Mr. Wright stood up and matured CBP’s public-private partnership capabilities to address unfunded Land Port of Entry infrastructure needs and support intellectual property right enforcement efforts. Mr. Wright also developed and executed CBP’s Section 321 Data Pilot as well as spearheaded other related initiatives to modernize the Agency’s e-commerce enforcement and facilitation posture.
Management and Program Analyst | GBI Test Program Manager
Junichi Gondai is a Management and Program Analyst with U.S. Customs and Border Protection (CBP)’s Office of Trade. His work with the Office of Trade’s Trade Modernization Division (TMOD) has involved a range of agency priorities spanning such diverse topics as De Minimis packages, User Fees and In-Bond, as well as shepherding wide reaching initiatives including the launch of CBP’s Green Trade Strategy and, more recently, advancing CBP’s Global Business Identifier Test as lead Project Manager.
Mr. Gondai has over 22 years of experience in the Office of Trade. Prior to assuming his current role in TMOD, he was an Assistant Field Director with CBP’s Trade Regulatory Audit division.
Management and Program Analyst | Trade Modernization
Caroline Foard is a Management and Program Analyst with U.S. Customs and Border Protection (CBP) Office of Trade. Her work with the Office of Trade’s Trade Modernization Division has involved a range of high-profile, cross-cutting initiatives to streamline and modernize customs processes, including CBP’s 21st Century Customs Framework (21CCF) and the Global Business Identifier Test.
Prior to joining the public sector, she held strategic communications roles within the professional services, commercial real estate, and fashion industries. She received a bachelor’s degree from the University of Maryland, College Park.
