Mark Isaacson CTPAT Field Office Director CBP
Mark Isaacson has been employed with the US Customs Services, now Customs and Border Protection for over 28 years. Mr. Isaacson has served in many roles during his tenure to include being an Inspector/Officer at the Port of JFK International Airport, primarily with the Passenger Enforcement Rover Team/Narcotics Interdiction unit from 1998-2003 where he was awarded a Unit Citation Award from the Commissioner of the US Customs Service. Mr. Isaacson also volunteered his time to participate in the recovery efforts in the immediate aftermath of the attack on the World Trade Center on 9/11 and was honored along with others who responded in a pre-opening event of the 9/11 memorial. Mr. Isaacson also served as a Senior Officer at the Pre-Clearance Port of Montreal, Canada from 2003-2005 where he was then promoted to Supply Chain Specialist for the CTPAT program at JFK International Airport. In 2008, Mr. Isaacson was transferred to the newly established CTPAT Field Office in Buffalo, NY and was then promoted to Supervisor in 2009. Mr. Isaacson was then named Acting Director of the Buffalo, NY CTPAT Field Office in 2015, and then Director in 2018, a position which he still holds today. Aside from his Director duties, Mr. Isaacson is also the CBP project lead on Mutual Recognition efforts with the countries of Canada and India, which includes continuous and ongoing negotiations and drafting of agreements acknowledging both countries trusted trader program’s requirements and reciprocal partner benefits to further enhance supply chain security within a bi-lateral framework. Mr. Isaacson is also a part time TDY certified instructor at the Federal Law Enforcement Training Center in Charleston, SC, a three-time recipient of the Certificate of Merritt from the Commissioner of CBP on behalf of the World Customs Organization in Brussels, Belgium for his accomplishments, and has represented CBP/CTPAT in numerous speaking engagements involving internal and external stakeholders. Mr. Isaacson also holds a Bachelor of Science degree in the field of Business and Economics.

Mark Mahoney
Supervisory Supply Chain Security Specialist, Buffalo CTPAT Field Office
CBP
Mark Mahoney started his career in U.S. Customs in 1998 as a Customs Inspector. During his career as a Legacy Customs Inspector and CBP Officer he severed as the Foreign Trade Zone Coordinator, Bonded Warehouse Officer, along with extensive work in Passenger Operations and Cargo Processing. He was also a member of the Port of Buffalo Contraband Enforcement Team. In 2007 Mark was promoted to first line Supervisor in the Port of Buffalo, NY and in 2008 he accepted a position in the Buffalo C-TPAT Office as a Supply Chain Security Specialist. In 2016 Mr. Mahoney was promoted to Supervisor in the Buffalo CTPAT Field Office. Mr. Mahoney oversees and directs the activities of employees of the Buffalo CTPAT Field Office, including 16 Supply Chain Security Specialists and one Mission Support Specialist.

Geoffrey Fenwick
Supervisory Supply Chain Security Specialist, Buffalo CTPAT Field Office CBP
Since 2019, Geoff Fenwick has been serving as a Supervisory Supply Chain Security Specialist within the Buffalo CTPAT Field Office, overseeing the day-to-day operations of the Field Office as well as a staff of 17 personnel. Between 2008 and 2019, Geoff was a Supply Chain Security Specialist participating in CTPAT company validations throughout North America, Europe, and Asia. Geoff also has extensive experience in in both Immigration and Customs procedures in port of entry processing as he has served as an Immigration Inspector, Customs and Border Protection Officer, and Supervisory Customs and Border Protection Officer at the port of Buffalo, NY, dating back to 2000.

Adam Gunion Supervisory Supply Chain Security Specialist, Los Angeles CTPAT Field Office Office of Field Operations (OFO) CBP
Adam Gunion is a Supervisory Supply Chain Security Specialist assigned to the Los Angeles Customs CTPAT Field Office. He has been with the program since 2008, serving eight years as a Supply Chain Security Specialist and conducting hundreds of CTPAT validations throughout the world prior to being promoted to the supervisory position in 2016. During his time with CTPAT, Adam has developed and presented a variety of workshops for CTPAT conferences and various supply chain security events, including the World Customs Organization’s Global AEO Conference and the Australian Trusted Trader Symposium. He has participated in Mutual Recognition activities with customs officials from New Zealand, Finland, South Korea, Italy, Malta, Romania, Lithuania, and Hungary, and is currently leading the Joint Work Plan negotiations with Australia. Adam has been involved in developing program-wide procedures and led a variety of workgroups to improve CTPAT processes, including a Post Incident Analysis workgroup that reviewed previous security breaches involving CTPAT partners to look for common smuggling trends, supply chain vulnerabilities, and security breakdowns. Prior to joining the CTPAT program, Adam was a CBP Officer at the Los Angeles/Long Beach Seaport. His experience as an officer included physical and non-intrusive inspections, cargo targeting and vessel threat analysis. In addition to the seaport, he also worked at the port of International Falls, Minnesota.Adam received a Bachelor of Science in Political Science from the University of Evansville.

Austin Torres
Supply Chain Security Specialist, Houston CTPAT Field Office CBP
Mr. Torres is a Supply Chain Security Specialist (SCSS) for the CTPAT program and is assigned to the Houston Field Office. He has served in this capacity since 2013 and has conducted hundreds of validations throughout the world. Austin has been designated as a Vetting Subject Matter Expert (SME) developing national level processes and procedures for the CTPAT program to ensure all applicants and partners are in good standing. He has also been instrumental in developing and serving as an instructor at the SCSS Basic Academy which is three-week course held at the Federal Law Enforcement Training Center, Trade and Cargo Academy attended by new hire SCSS employees. Torres began his career with CBP at the Austin-Bergstrom International Airport where he performed a of variety of duties regarding the full scope of CBP inbound and outbound airport operations. Additionally, he was the Port of Entry’s SME for trade with oversight of all Bonded Warehouses and Foreign Trade Zones working with various businesses, and government agencies. Prior to joining CBP he was a security contractor for the Transportation Security Administration where he was assigned to the Security Control Center at San Francisco International Airport. The SCC is the focal point for monitoring and analyzing risks that may affect security screening operations and coordinated the secure processing of over 70,000 travelers a day.

Catherine Saluccio Supervisory Supply Chain Security Specialist, Los Angeles CTPAT Field Office CBP
Catherine Saluccio is a Supervisory Supply Chain Security Specialist in the Los Angeles CTPAT Field Office. She was one of the founding Supply Chain Security Specialists in the Newark CTPAT Field office in 2005. Mrs. Saluccio has traveled to over 30 countries, validated over 250 companies, and has flown over one million miles. Mrs. Saluccio is a Subject Matter Expert in Supply Chain Security and has worked with the Chinese, Indian, French, and Finnish Customs Administrations to further develop their Supply Chain Security programs and to build our relationships with those foreign delegations. Mrs. Saluccio helped develop the Supply Chain Security Specialist training at the Federal Law Enforcement Training Center in Charleston, SC and is an instructor. Mrs. Saluccio is a member on the E-Commerce and Forced Labor task forces. Mrs. Saluccio started her career with the U.S. Customs Service in 1999 as an Inspector in the Data Analysis Unit in the Port of Newark, NJ. She received a Bachelor of Science (BS) degree majoring in International Business and Trade and minoring in French and Economics from Saint Peter’s University in 2000. After graduation, she started her career as an Import Specialist, where she worked on the Steel, Footwear, and Electronics teams. During her tenure as an Import Specialist, she was the Reconciliation and Commercial, Enforcement, Analysis, and Response (CEAR) Coordinator for the Port of Newark, NJ. In 2007, Mrs. Saluccio earned a Master of Business Administration (MBA) degree in International Business and Trade from Saint Peter’s University and graduated Cum Laude. Mrs. Saluccio enjoys spending time at home with her husband and their two young children. |

Mike Edgerton Manager of Port Security for the Port Authority of New York and New Jersey CBP
Mr. Mike Edgerton is the Manager of Port Security for the Port Authority of NY and NJ. Mike is responsible for the Port Authority’s seaport security program, including information and cyber security as well as compliance with the Maritime Transportation Security Act and the Customs-Trade Partnership Against Terrorism program. Prior to joining the Port Authority, Mike worked in the private sector and has extensive experience with physical and cyber security in international port, maritime, and supply chain security, working on over 50 countries, including support to a number of commercial and governmental clients in the Middle East, Asia, Africa, Europe, Latin America and the Caribbean. Mike spent 9 years based in the Middle East as a Principal for a UAE-based security consultancy and most recently served as a Senior Vice President for an international maritime security consultancy based in the Philadelphia area. A retired military officer with service in both the U.S. Coast Guard and U.S. Navy, Mike has specialized in maritime and port security and intelligence for over 35 years. While assigned to U.S. Coast Guard Headquarters, he served as a Coast Guard representative on the Interagency Commission on Crime and Security in U.S. Seaports. Mike is a Chartered Security Professional (CSyP), a board-certified security manager (CPP) through ASIS International, a Certified Information Security Manager (CISM) through ISACA, and a Fellow of the UK’s Security Institute. He is the author of the book, “A Practitioner’s Guide to Effective Maritime and Port Security”, published by Wiley and Sons and has a book chapter addressing sustainability and maritime security recently published in the recently published book, “Sustainability in the Maritime Domain: Towards Ocean Governance and Beyond”, published by Springer. He holds a Bachelor of Arts in International Relations from Bucknell University, a Master of Science of Strategic Intelligence from the Defense Intelligence Agency’s National Intelligence University and is a graduate of the U.S. Naval War College.

Bryant Van Buskirk CTPAT Field Office Director CBP
Bryant Van Buskirk currently serves as the Field Director of the Los Angeles CTPAT office. He is responsible for oversight and administration of all activities relative to the Los Angeles CTPAT area of operations, which encompasses Baja and Central Mexico, British Colombia, Canada, the majority of Pacific-Asia Region and the Western United States. Mr. Van Buskirk is a recipient of the Certificate of Merit, Secretary General, World Customs Organization, Commissioner of Customs Valor Award, National Partnership for Reinventing Government Award, Los Angeles Federal Executive Board Distinguished Public Service Award, Commissioner of Customs Strategic Problem-Solving Award and Commissioner of Customs Award for Innovation.

Bryan Smith CTPAT Supply Chain Security Specialist CBP
Bryan Smith is a CTPAT Supply Chain Security Specialist (SCSS) currently assigned to the Newark Field Office. He began his career with U.S. Customs in 1996 working on a Contraband Enforcement Team in the Port of New York and New Jersey. In 2003, Bryan helped stand up a port-wide training team and created many training materials that were adopted nationally to cross-train inspectors and officers following the merging of U.S. Customs and Immigration and Naturalization Service into the current U.S. Customs and Border Protection following the creation of the Department of Homeland Security. In 2005, Bryan was promoted to supervisor and shortly thereafter was assigned to CTPAT. Over the past ten years, Bryan has concentrated a lot of efforts on providing resources and training for fellow SCSS’s and members of the trade on cybersecurity matters and compliance with the CTPAT minimum security criteria. Bryan has been a speaker at CTPAT conferences, and several events hosted by industry and trade associations. He has been able to meet with and learn from many companies that exhibited strong cybersecurity procedures in addition to others that have been exposed to serious and damaging ransomware attacks.

Katharine Dervin CTPAT Program Manager CBP
Kate Dervin is currently serving as a Program Manager with the CTPAT Trade Compliance Branch. She has 20 years of experience with Customs and Border Protection, beginning her career at the Port of New York / Newark as a legacy Customs Inspector. Since then, she has served as a Program Manager, Supervisory CBP Officer, and Supervisory Import Specialist.

Lori Mennitt CTPAT Program Manager CBP
Lori Mennitt - Over 25 years of government experience. Currently a Program Manager in the CTPAT Trade Compliance Branch since 2017. Started government career with the U.S. Department of Commerce in the International Trade Administration’s Office of Textiles and Apparel. Worked in CBP’s Office of International Trade, IPR Branch before coming to OFO. Recently completed a two-year detail with the DHS Center for Countering Human Trafficking working on forced labor in the supply chain.
