Manuel Garza, Jr. CBP

Since 2018, Manuel Garza has been the Director of the CTPAT  program. In this role, Manuel directs a team of 180 employees at six field offices that conduct supply chain validations throughout the globe. He is responsible for the management of over 11,500 CTPAT participants, including 320 Trade Compliance members and 378 Tier 3 members. He is also responsible for the enforcement activities of CTPAT members, including suspension, removal, or conditional reinstatement. Manuel has held positions of increasing responsibility during his 18-year tenure with U.S. Customs and Border Protection (CBP), including Team Lead for the new Container Security Initiative (CSI) port of Caucedo, Dominican Republic; Supply Chain Security Specialist for the CTPAT Office, and Supervisory Supply Chain Security Specialist for the CTPAT Headquarters Office. In 2015, he became the Branch Chief of the CTPAT Plans and Operations Branch before moving to the role of Acting Director for the Manifest & Conveyance Security Division. 

Mark Isaacson, CBP

Mark Isaacson has been employed with the U.S. Customs Services, now Customs and Border Protection, for over 20 years. Mr. Isaacson has served in many roles during his ten­ure, including Inspector/Officer at the Port of JFK International Airport, when he was awarded a Unit Citation Award from the Commissioner of the U.S. Customs Service. Mr. Isaacson also served as a Senior Officer at the Pre-Clearance Port of Montre­al, Canada from 2003-2005, where he was then promoted to Supply Chain Specialist for the CTPAT program at JFK Interna­tional Airport. In 2008, Mr. Isaacson was transferred to the newly established CTPAT Field Office in Buffalo, NY, and pro­moted to Supervisor in 2009. Mr. Isaacson was then Director of the Buffalo, NY, CTPAT Field Office in 2015, a position which he still holds today.

Mark Mahoney, CBP

Mark Mahoney started his career in U.S. Customs in 1998 as a Legacy Customs Inspector, where he worked extensively in both Passenger Operations and Cargo Processing and served as the Foreign Trade Zone Coordinator and Bonded Warehouse Officer in the Port of Buffalo, NY. He was also a member of the Port of Buffalo Anti-Terrorism Contraband Enforcement Team where his primary mission was focused on anti-terrorism and all types of illegal cargo, smuggling, trade violations, and other contraband within the land, air, sea, and rail environments. In 2007, Mark was promoted to first line Supervisor in the Port of Buffalo, NY, and in 2008, he accepted a position in the Buffalo Customs Trade Partnership Against Terrorism Field Office. Since 2016, Mark has served as a Supervisor in the Buffalo CTPAT Field Office.

Geoff Fenwick, CBP

Geoff Fenwick began his law enforcement career in 2000 as an Immigration Inspector with the United States Immigration and Naturalization Service (INS) in Niagara Falls, NY. As part of the reorganization of the Federal Government and the subsequent creation of the Department of Homeland Secu­rity, Geoff became a CBP Officer in 2003, focused in the area of the enforcement and administration of U.S. Immigration law. In 2006, Geoff was promoted to Supervisory CBP Officer and oversaw Officers working anti-terrorism, illegal cargo, alien smuggling, and criminal alien cases. In 2008, Geoff accepted a position in the Customs Trade Partnership Against Terrorism Buffalo Field Office. Since 2019, Geoff has served as a Supervisor in the Buffalo CTPAT Field Office, and directly oversees the activities of fifteen Supply Chain Security Specialists.

Kevin Haggerty, CBP

Kevin Haggerty has been employed with CBP for over 17 years.  Kevin started at the Port of Buffalo, NY, as a Customs and Border Protection Officer.  His main focus was with the VACIS (Vehicle And Cargo Inspection System) and cargo entering the United States.  Kevin also was selected and participated in the CSI (Container Security Initiative) Program and worked directly with CBSA (Canadian Border Services Agency) while living in Montreal, QC, Canada. In 2008, Kevin was selected to be a member of the newly formed CTPAT (Customs Trade Partnership Against Terrorism) Office in Buffalo, NY.  While in CTPAT, Kevin has worked closely with other agencies and presented on the topic of Supply Chain Security.  He has also worked closely with foreign governments and their supply chain security programs (Canada, Mexico, and China). 

Erika Schultz, CBP

Erika M. Schultz is a CBP Program Manager in the Trade Compliance Branch assigned to the CTPAT Headquarters Office in Washington, DC. She has been instrumental in transitioning the Importer Self-Assessment (ISA) Program into the CTPAT Trade Compliance Program. She has worked with CTPAT Trade Compliance members to strengthen and enhance the program to launch the Trade Compliance Portal. Erika began her federal career with CBP in 2008 as an Agricultural Specialist at the San Luis port of entry in Arizona. She has extensive experience working in passenger and trade operations. Before joining CTPAT, Erika served as a Program Manager at the Office of Operation’s (OFO) National Targeting Center (NTC), where she supported CBP’s field offices and ports. Ms. Schultz holds a Bachelor of Science from Texas A&M University--College Station, TX.

Carmen Perez, CBP

Carmen Perez serves CBP in the role of Branch Chief, Trade Compliance with the CTPAT division in the Office of Field Operations (OFO). As Branch Chief, she is lead in the development and transition of the Importer Self-Assessment (ISA) program into CTPAT Trade Compliance, as well as the development of standards and requirements for social compliance regarding forced labor within the CTPAT program. During her time at CBP, she has held several positions, such as the Special Advisor to the Commissioner and Trade Consular in the Office of the Commissioner and Program Manager for Outreach in the Office of Trade Relations. In 2014, Ms. Perez also did an eleven-month detail to Immigration and Customs Enforcement (ICE) as the Special Advisor to the Director. 

Ania Wierzbowska-Fuller, A.N. Deringer, Inc.

Ania Wierzbowska-Fuller has over 20 years of leadership and client relationship management experience in various industries. Prior to joining Deringer as leader of our consulting team, Ania spent nearly 12 years with Target Corporation including five years at Target’s Global Trade Services (GTS) in numerous leadership roles. Ania was responsible for duty savings strategies including Target’s First Sale Program, as well as facilitating execution of their Importer Self-Assessment (ISA) Program. She worked with internal partners and with foreign vendors to maximize duty savings, to assure vendor compliance with U.S. Customs laws and regulations and to provide training to overseas teams and suppliers. Ania’s team was responsible for import compliance, post entry amendments, regulatory analysis and resolution of detentions and admissibility issues. Ania specializes in risk assessment and import compliance.

Kim Caywood-Pierce, A.N. Deringer, Inc.

An accomplished International Trade professional, Kim Cay­wood-Pierce has been a member of the Deringer Team for over 25 years. Kim joined Deringer in 1993 after obtaining her Bachelor of Science degree from the School of Business & Economics at SUNY Plattsburgh. In 2002, she acquired her U.S. Customs Broker License from the Department of the Treasury U.S. Customs Service Washington. As a member of the Deringer Trade Advisory Group since 2006, Kim works with clients on an international level to analyze products, policies, and procedures to ensure they satisfy the ever-changing import requirements that are enforced by CBP. Kim’s areas of expertise include CTPAT, tariff classification under the har­monized tariff schedule of the United States (HTSUS), NAFTA, protests, and prior disclosures.

Tammy Flanders Hetrick, A.N. Deringer, Inc.

Tammy Flanders Hetrick is a Licensed Customs Broker with 30 years of International Trade and logistics experience. She started her logistics career at CBP, where she worked in the Fines, Penalties, and Forfeitures division in Vermont. During which time, she performed various assignments in Washing­ton, DC, and the on the southern border. She later moved to the private sector to establish best-in-class compliance pro­grams for the largest snowboard company in the world and for an innovative coffee and appliance company. In addition to U.S. compliance, she has set up compliance programs in Canada, Europe, and Japan. She is a known entity in the compliance field, speaking at conferences across the U.S., in Brussels, and annually at MIT/Boston. She has shepherded companies through ISA and CTPAT certifications/validations, CBSA audits, European Customs audits, and Japanese Customs audits.
